In 2008, he lost against incumbent Norm Dicks in the general election on November 4, 2008, 33% to 67%.[1]

Background
Born in Tacoma, Washington and raised in Fife Heights, he graduated from Fife High School in 1975 after being student body president. He then attended the University of Washington, where he graduated with a Bachelor of Arts degree in economics and later a degree in Law. After graduation, Cloud soon began serving as a Deputy Prosecutor for Kitsap County.[2]
2010 Congressional campaign
On February 1, 2010, Cloud announced that he would run again for US House of Representatives for Washington State's 6th district.[3]
Political Stance
Cloud's political leanings fall under conservative and libertarian. His campaign website outlines key political issues:[4]

- Health Care: Cloud proposes rooting out Medicare fraud, health insurance across state lines, ending monopoly practices and supporting health savings accounts for patient choice
- Bailouts: Cloud opposes them
- Stimulus Spending: Cloud believes that stimulus spending may be backfiring and only increasing unemployment.
- Cap-and-Trade: He believes the "only...slight benefit" from Cap-n-Trade is not worth the regulation and taxation required to implement the plan.
Personal life
Doug married his wife, Elice Cloud (née Blackburn) 25 years ago. They have three children, Thomas(23), Allison(20), and Anna(16). The family has lived in Gig Harbor, WA for over 20 years.[5]
Endorsements
Mike Shedlock, popular blogger of “Mish’s Global Economics Trend Analysis”, listed Cloud as one of the five candidates who he believes “will make a huge difference when elected” and of the same caliber as congressman Ron Paul.[6]
